Hays Specialist Recruitment Limited
Location: Birmingham, with travel across Council sites
Contract: 6 months Hybrid Working
Travel Requirement: You will be required to travel regularly between 9 different Council sites across Birmingham as part of the role.
We are looking for an experienced HR Operations Lead to provide strategic and operational HR support within the Council's Grounds Maintenance service.
This is a hands-on role suited to an experienced HR professional who is comfortable working within a frontline, operational environment, partnering closely with senior leaders, service managers and operational teams.
The role will be based in Birmingham, with regular travel required across 9 different Council sites. You will need to be comfortable working flexibly across these locations, building strong relationships with managers and operational teams on the ground.
Key Responsibilities
- Act as a trusted HR advisor to managers across Grounds Maintenance and associated operational services.
- Provide practical, hands-on HR support within a large, frontline workforce environment.
- Lead and advise on complex employee relations cases, including attendance, performance, conduct, capability and grievance matters.
- Support managers with workforce planning, organisational change, restructuring and service improvement initiatives.
- Work closely with senior operational leaders to identify workforce challenges and develop effective HR solutions.
- Support workforce engagement, recruitment, retention and absence management across the service.
- Ensure HR activity is delivered in line with Council policies, procedures and UK employment legislation.
- Support changes to structures, working arrangements and ways of working as the service develops.
- Coach and upskill operational managers, improving their confidence and capability in handling people matters.
- Provide HR input into new projects and transformation activities affecting Grounds Maintenance services.
- Build strong relationships across HR and the wider Council to ensure a joined-up approach to workforce issues.
You will ideally have:
- Significant experience within a senior HR Operations, HR Business Partner, HR Lead or HR Manager role.
- Strong experience within a local authority, Council or similarly complex public-sector organisation.
- Experience supporting Grounds Maintenance, Environmental Services, Parks or other frontline operational services would be highly advantageous.
- Extensive experience managing and advising on complex employee relations cases.
- Experience supporting organisational change, restructuring and workforce transformation.
- Confidence working directly with frontline operational managers and geographically dispersed teams.
- The flexibility and ability to travel regularly across 9 different Council sites in Birmingham.
- A pragmatic, hands-on and solutions-focused approach to HR.
This is an excellent opportunity for an experienced Council HR professional who enjoys working closely with frontline services and wants to play a key role in supporting a busy Grounds Maintenance operation.
The position offers a good balance of hands-on operational HR, complex employee relations, workforce change and strategic people support, making it particularly suited to someone who understands the challenges of delivering HR within a large local authority operational environment.
