The Occupancy Programme within the GPA aims to capture and provide anonymised data on building usage across GPA managed buildings and the wider government estate to support strategic and operational evidence-based decisions that will help make the estate smaller, greener and better. The programme is responsible for providing data at many levels of granularity and works with building managers, client managers and facilities staff across departments to collect data. In addition, the programme is required to build a bespoke messaging system to automate the collection of data from existing infrastructure and work with commercial teams, facilities teams, suppliers and building managers to install infrastructure as required to support stakeholders in having access to the data they need to make informed decisions.

The Senior Delivery Manager is a critical role in the delivery of the next stage of the Occupancy Programme responsible for:

• Maintaining the programme vision and engagement for all stakeholders and team, tracking clear targets on the path to 'Done' and transition to BAU.
• Managing internal and external teams using Agile techniques and tools to drive delivery, momentum and focus on outputs and outcomes
• Translating stakeholder requirements and business needs into tangible deliverables and technical solutions that are intuitive to end-users
• Translating technical solutions, challenges and constraints to business stakeholders to enable collaborative working
• Data science and analytics to design, infer and articulate large, complex data sets, interpreting data to ensure correct data and informed analysis by 3rd parties
• Lead, manage and coordinate cross-functional teams to a specific outcome or milestone to regularly drive performance, timely deliverables and remove blockers working with commercial, finance and procurement to maintain pace.
• Articulate exacting technical, equipment and capability specifications for successful commercial delivery.

We are looking for an experienced Senior Delivery Manager who has:

• Exceptional delivery skills including planning, risk management and financial management with the ability to identify root causes and remove blockers
• Strong leadership and communication skills, comfortable building and leading high performing and collaborative teams
• Ability to brief succinctly and with clarity at director level
• Ability to rapidly analyse complex problems and find solutions
• Resilient, adaptable and comfortable working in a fast paced and evolving environment
• Driven and focused to deliver within the public sector with an emphasis on value for money
• Collaborative and inclusive ways of working and can build trust across diverse teams and stakeholders
• Catalysing change for an innovative and complex government service
• Skillfully negotiating optimal outcomes with diverse stakeholder groups
• Managing and guiding stakeholders through the delivery and improvement of the programme
• One of the following qualifications:
• PRINCE2 Practitioner
• APM Project Management Qualification (PMQ)
• Agile Project Management Practitioner
