Lead a High-Profile Public Sector Transformation Programme
An exciting opportunity has arisen for an experienced HR Change Manager to support a major public sector transformation programme involving the integration of employees into a larger regional organisation.
Reporting directly to a senior executive stakeholder, you will play a critical role in helping to manage the people aspects of a complex organisational change initiative. This includes workforce transition planning, TUPE activity, stakeholder engagement, governance, and delivering a clear and effective communications strategy throughout the programme lifecycle.
This is a highly visible position requiring someone who can operate confidently with senior leadership teams while remaining hands-on in driving day-to-day project delivery.
The Role
You will be responsible for supporting the successful transfer and integration of employees into a larger organisation, ensuring staff remain informed, engaged, and supported throughout the process.
The role combines elements of HR change management, project management, governance, communications, stakeholder engagement, and workforce planning.
Key Responsibilities
- Lead and coordinate all people-related aspects of the transformation programme.
- Manage workforce transition activities, including TUPE consultation processes.
- Develop and deliver comprehensive change management and communication plans.
- Create and maintain governance structures, reporting frameworks, and programme documentation.
- Support senior leaders in navigating organisational and workforce change.
- Build strong relationships with executive stakeholders and key decision-makers.
- Ensure employees are effectively informed, engaged, and supported throughout the transition.
- Coordinate consultation activity, staff briefings, engagement sessions, and communications.
- Track programme milestones, risks, decisions, and dependencies.
- Produce regular updates and reports for senior stakeholders and governance groups.
- Work closely with HR, legal, operational, and transformation teams to ensure successful delivery.
About You
We are seeking a credible and pragmatic HR change professional who can quickly establish trust with senior stakeholders while maintaining a strong focus on delivery.
You will be comfortable working in a complex public sector environment and have a proven track record of successfully managing workforce change programmes.
Essential Experience
- Significant experience in HR change management and organisational transformation.
- Strong knowledge and practical experience of TUPE transfers and workforce consultation.
- Experience working within Local Government.
- Demonstrable experience engaging with Executive, Director, Chief Executive, or Board-level stakeholders.
- Strong project management and governance experience.
- Excellent communication and stakeholder engagement skills.
- Ability to manage complex change programmes from planning through to implementation.
- A hands-on approach with strong organisational and delivery skills.
Desirable Experience
- Experience supporting organisational mergers, integrations, or service consolidations.
- Experience working within large, matrixed, or politically sensitive environments.
- Project Management and/or Change Management qualifications.
