Contract: 6 months

We are looking for an experienced PMO Lead to support an HR operational function within a large public-sector organisation in Birmingham.

This is a senior delivery role responsible for providing structure, governance and oversight across a complex programme involving multiple projects, teams and senior stakeholders. You will help ensure that activity is properly planned, sequenced, governed and delivered against agreed objectives, while managing significant risks, dependencies, budgets and resources.

Key Responsibilities

As PMO Lead, you will:

  • Lead the planning, coordination and oversight of complex programmes and associated projects, products and services.
  • Establish and maintain strong programme and project governance, ensuring effective reporting, controls, assurance and decision-making.
  • Coordinate integrated programme plans, dependencies, milestones, risks, issues and resources across multiple work streams.
  • Support programmes with investment budgets that may exceed £10m, providing oversight of financial management, commercial considerations and delivery performance.
  • Act as a senior escalation point, helping to remove blockers and resolve complex programme delivery issues.
  • Work closely with senior leaders to balance priorities and redeploy resources as programme requirements change.
  • Support the development of robust business cases, resourcing models, governance arrangements and funding requirements.
  • Ensure appropriate programme, project and product delivery methodologies are applied, including both Agile and traditional approaches.
  • Provide clear, concise reporting to senior stakeholders, translating complex programme information into meaningful updates and recommendations.
  • Coordinate activity from business case and mobilisation through to implementation and benefits realisation.
  • Work closely with the Programme Lead and wider delivery community to embed best practice.
  • Provide support, guidance and coaching to Delivery Managers and project professionals.
  • Maintain a clear view of programme capacity, demand and resource requirements.

About You

We are looking for an established programme or PMO professional with experience operating within large, complex and politically sensitive environments.

You will ideally demonstrate:

  • Significant experience of programme, project and portfolio management.
  • Strong experience establishing and operating PMO governance, controls, reporting and assurance.
  • Extensive knowledge of recognised programme and project management methodologies and best practice.
  • Experience working across both Agile and traditional delivery environments.
  • Strong programme financial management and budget oversight experience.
  • Experience managing significant programme budgets, potentially exceeding £10m.
  • Strong knowledge of public-sector procurement and supplier management.
  • Experience managing complex programmes with multiple work streams, risks, issues and interdependencies.
  • Excellent stakeholder management, influencing and negotiation skills, particularly at senior leadership level.
  • The ability to manage competing and changing priorities within a complex delivery environment.
  • Strong financial and commercial acumen.
  • Experience developing business cases and mobilising cross-functional teams.
  • The ability to communicate complex information clearly to both technical and non-technical audiences.
  • Experience of resource and capacity planning across large-scale programmes.
  • A strong understanding of modern technology and digital delivery environments.

The Opportunity

This is an excellent opportunity to take a leading PMO role within a substantial and high-profile programme, working with senior stakeholders and multidisciplinary teams to provide the governance, structure and delivery oversight required to achieve complex organisational change.
