Interim Policy, Governance & Assurance Lead

Location: Hybrid
Contract: 6 months
Day Rate: £500 per day, Inside IR35

We are supporting a large public sector organisation with the appointment of an experienced Interim Policy, Governance & Assurance Lead to strengthen its commercial and procurement control environment.

This is a key interim assignment focused on ensuring robust commercial and procurement policies, governance and assurance arrangements are in place, with particular emphasis on embedding the requirements of the Procurement Act 2023.

The Role

You will lead the review and development of commercial and procurement policies, procedures and governance arrangements, ensuring they meet legislative requirements and organisational objectives.
A major focus will be further developing and embedding the Governance and Assurance Framework, establishing appropriate assurance levels based on project value, risk and complexity. You will also provide scrutiny of high-value and high-risk commercial projects, oversee procurement and commercial risk, support internal and external audits, and ensure transparency requirements are effectively embedded.
You will act as a trusted adviser to senior stakeholders, translating legislative and policy changes into practical guidance and processes, while leading a small team and managing several complex work streams.

About You

We are looking for an experienced commercial/procurement governance professional who can quickly establish credibility and deliver at pace. You will ideally have:

  • CIPS Level 6, MCIPS or equivalent professional qualification/experience
  • A proven track record of designing, implementing and reviewing commercial policies, procedures, governance and assurance frameworks within a complex organisation
  • Strong, current knowledge of the Procurement Act 2023, with experience translating legislation into practical compliance frameworks and guidance
  • Experience working within a complex procurement regulatory environment, ideally within the public sector or another highly governed setting
  • Strong experience of commercial and procurement risk, assurance boards/committees and audit activity
  • The ability to influence and advise senior stakeholders and drive change quickly
  • Experience leading teams and managing multiple complex workstreams simultaneously

Key Deliverables

During the six-month assignment, you will be expected to deliver an embedded commercial policy and procedure suite aligned to the Procurement Act 2023, establish the Governance and Assurance Framework in practice, and implement a compliant Transparency Framework for procurement notice publishing.
