Senior Preconstruction Project Manager (Bid Manager)

We are partnering with a leading Tier 1 Main Contractor to recruit a Senior Preconstruction Project Manager (Bid Manager) for their Midlands business.

Working closely with the Preconstruction Manager, you will lead the full bid and preconstruction process from initial engagement through to contract award and PCSA completion. You'll manage multidisciplinary teams, build strong client relationships, and drive winning strategies on projects ranging from £10m-£100m across sectors including Education, Healthcare, Commercial, Leisure, Transport, Blue Light, and Public Sector.

Key Responsibilities

• Lead and coordinate bid teams across Preconstruction, Design, Commercial, Planning, Estimating, and Operations.
• Manage two-stage and negotiated tender opportunities from inception to award.
• Develop bid strategies, manage risk, and ensure high-quality, compliant submissions.
• Build strong relationships with clients, consultants, and supply chain partners.
• Lead workshops and stakeholder engagement throughout the bidding process.
• Drive sustainability, innovation, and social value initiatives within bids.
• Ensure smooth transition from preconstruction into project delivery.

Requirements

• Construction related Degree / equivalent
• Professional qualification such as MCIOB, MRICS, MAPM, or equivalent.
• Experience delivering bids between £10m and £100m.
• Framework and public-sector procurement experience.
• Proven experience leading complex bids and preconstruction activities within a main contractor environment.
• Strong understanding of two-stage tenders, PCSAs, and large-scale construction projects.
• Background in Preconstruction, Operations, Commercial, Design, Planning, or Estimating.
• Excellent client-facing, leadership, and stakeholder management skills.
• Commercially astute with strong risk management capabilities.
