The Project

Rail Systems Contractor (Ferrovial BAM JV) will deliver a sustainable design, construction, logistics, testing and commissioning for a fully integrated Track solution, delivering the concrete base layer/Intermediate layer, precast slabs in open route, in-situ track slab in resilient areas, laying of the rail, and the construction of the Infrastructure Maintenance Depot Calvert depot.

The Role

The Railhead & Track Construction Agent will be responsible for the safe and efficient delivery of railhead infrastructure and track construction works across the designated section of Lot 3. The role will manage the planning, coordination and execution of railhead construction, trackform installation, S&C works, logistics interfaces and associated civil engineering activities required to support the HS2 Track Systems programme.

The Agent will lead construction teams and subcontractors, manage key interfaces with civil works and railway systems contractors, and ensure the works are delivered safely, on programme, within budget and in compliance with HS2 requirements. The role will support the project from early construction planning through to testing, commissioning and handover.

Location: This position requires full-time presence at the JV offices in Birmingham and along the trace

Key responsibilities

Construction Delivery

• Lead the safe and efficient delivery of railhead infrastructure, track construction, S&C installations and associated civil engineering works from mobilisation through to completion.
• Manage site activities, construction teams, subcontractors, plant, materials and resources to achieve programme, quality and cost objectives.
• Monitor progress, identify delivery risks and implement mitigation or recovery plans where required.

Planning & Programme Management

• Develop and maintain detailed construction programmes, installation sequences, access arrangements and logistics plans.
• Coordinate construction activities to ensure works are delivered in line with project requirements, milestones and possession strategies.

Stakeholder & Interface Management

• Manage interfaces between railhead development, logistics operations, track systems works, adjacent civils activities and railway systems contractors.
• Liaise with HS2, designers, suppliers, utility providers and key stakeholders to resolve technical and delivery issues.
• Contribute to design reviews, constructability assessments and delivery planning workshops.

Supply Chain & Logistics Management

• Manage subcontractors and suppliers, ensuring effective coordination of material deliveries, logistics operations and installation activities.
• Ensure the timely availability of rail, trackform, S&C components and associated infrastructure to support construction programmes.

Health, Safety, Environment & Quality

• Promote a strong safety culture and ensure compliance with HS2 requirements, CDM Regulations and project procedures.
• Lead site inspections, audits, briefings and quality assurance activities to ensure works are delivered in accordance with approved designs and specifications.

Testing, Commissioning & Handover

• Support testing and commissioning activities and coordinate completion documentation, as-built records and handover requirements to achieve successful project completion.

Key Skills & Experience

Proven experience delivering major rail infrastructure, track construction or civil engineering projects.

Experience in the construction of railheads, logistics hubs, construction compounds or railway access facilities.

Strong knowledge of track construction methodologies, including slab track, conventional track, S&C installation and track renewals.

Demonstrated ability to manage multidisciplinary construction teams, subcontractors and supply chains.

Strong understanding of construction planning, programme management and site delivery.

Experience managing complex stakeholder and contractor interfaces on large infrastructure projects.

Knowledge of railway construction standards, safe systems of work and industry best practice.

Commercially aware, with experience operating in a cost-conscious and contractual project environment.

Strong leadership, communication and stakeholder management skills.

Desirable Skills

Experience working on HS2, Network Rail or other major rail infrastructure programmes.

Understanding of high-speed rail standards, Works Information requirements and railway assurance processes.

Knowledge of rail logistics, access planning, possessions and construction sequencing.

Familiarity with BIM, digital engineering and construction management systems.

Experience supporting the testing and commissioning of railway systems.
