Your new company:
Birmingham City Council is seeking an ambitious and commercially minded finance leader to join its Finance Directorate as Head of Capital Governance & Treasury. This is a career-defining opportunity to play a central role in major investment decisions, capital governance and long-term financial sustainability within the largest local authority in Europe, overseeing a capital programme of approximately £2.7bn. As one of two priority leadership appointments within the Finance Directorate, this role will be critical in strengthening financial resilience, embedding long-term stability and supporting the next phase of the Council's improvement journey.

Your new role:
Reporting to the Director of Corporate Finance & Treasury (Deputy S151 Officer), you will lead the Council's Capital Governance and Treasury function.Key responsibilities include:

  • Leading the Capital Programme governance framework.
  • Supporting major investment decisions and funding strategies.
  • Developing business cases and financial models.
  • Working closely with project leaders and senior stakeholders to ensure robust decision-making.
  • Providing strategic advice on capital investment, affordability and risk.
  • Developing and maintaining capital, treasury and MRP strategies.
  • Driving governance, assurance and continuous improvement activities.
  • Leading a team comprising 1 direct report and 3 indirect reports.


What you'll need to succeed:
We are seeking a qualified accountant (CCAB or equivalent) with experience operating in a large and complex organisation.You will bring:

  • Strong experience of capital governance, strategic finance or large-scale investment programmes.
  • Excellent business case development and financial modelling skills.
  • Commercial awareness and a strategic mindset.
  • The confidence and resilience to challenge effectively and influence senior stakeholders.
  • Strong communication and relationship management skills.
  • Experience leading people and delivering change.
  • A modern and progressive approach to financial leadership.

Local government experience would be beneficial, but we are also keen to hear from candidates from wider public sector, infrastructure, regulated or complex commercial environments who can demonstrate transferable capital governance expertise. While the role also includes responsibility for treasury management, we are particularly interested in candidates with strong capital governance, business case and investment appraisal experience, rather than candidates with a purely treasury-focused background.
