Hays are supporting a large public sector organisation in the West Midlands to recruit an experienced Interim Consultant in Public Health.This is a high-profile leadership opportunity focused on public health, prevention, long-term conditions and neighbourhood health transformation. Working across local government, NHS providers and the Integrated Care System, you will play a pivotal role in accelerating prevention priorities, reducing health inequalities and supporting the development of innovative neighbourhood health models.


The successful candidate will provide strategic leadership across complex partner organisations, influencing senior stakeholders and driving delivery at scale to improve health outcomes for local communities.


Key Responsibilities

  • Provide strategic leadership across public health, prevention and neighbourhood health.
  • Lead the delivery of prevention programmes focused on cardiovascular disease, long-term conditions, frailty, falls prevention and healthy ageing.
  • Drive the development of neighbourhood and place-based health models.
  • Embed prevention and population health management within service redesign and care pathways.
  • Strengthen partnerships across local government, NHS organisations, primary care, community services and voluntary sector partners.
  • Develop and lead programmes that improve population health outcomes and reduce health inequalities.
  • Use population health intelligence and evidence to inform strategic decision-making and programme delivery.
  • Build effective relationships with senior clinicians, executive leaders and system partners.
  • Provide leadership across public health programmes, performance, governance and transformation priorities.

Essential Experience

Candidates must demonstrate:

  • Current registration on the GMC Specialist Register, GDC Specialist List or UK Public Health Register (UKPHR).
  • Significant healthcare public health experience within the NHS, local government, an Integrated Care Board (ICB), Integrated Care System (ICS) or equivalent setting.
  • Experience operating at Consultant in Public Health, Deputy Director, Director or equivalent senior leadership level.
  • A successful track record of leading large-scale transformation programmes across multiple organisations.
  • Experience delivering prevention, population health management or healthcare public health programmes.
  • Strong change management expertise and the ability to influence organisational and cultural change.
  • Proven ability to work effectively with senior clinicians, provider collaboratives, executive leaders and system partners.
  • Experience of improving population health outcomes and reducing health inequalities.
  • Strong analytical and strategic skills, with the ability to translate insight and evidence into delivery.
  • The ability to establish credibility quickly and drive system-wide change through influence and collaboration.

Ideal Background

We are particularly interested in hearing from individuals who have:

  • Worked within an ICS, ICB, NHS provider organisation or large local authority.
  • Led prevention, healthcare public health or population health management programmes across complex systems.
  • Delivered transformation alongside senior clinical leaders and provider organisations.
  • Experience of neighbourhood health, integrated care and place-based transformation.
