Payroll Manager, Temp to Perm / Permanent, Outskirts of Birmingham, Hybrid, £40,000-£45,000
The ideal candidate will be available to start at short notice or be immediately available.

The Payroll Manager is responsible for leading and managing the end-to-end payroll function, ensuring accurate, compliant, and timely payroll processing across both salaried and hourly paid workforces.
This role is accountable for payroll controls, statutory compliance, pension administration, RTI submissions, payroll reporting, and maintaining strong payroll governance in line with company policies and HMRC regulations.
The Payroll Manager also acts as the escalation point for payroll-related issues and plays a key role in driving continuous improvement across payroll systems and processes.

Key Responsibilities

Payroll Ownership

Manage and deliver monthly salaried and hourly payroll runs
Review and validate payroll exceptions, adjustments, redundancies, and one-off payments
Apply pension auto-enrolment and manage payroll-related deductions
Monitor tax codes and student loan updates via the HMRC portal
Produce payroll reports and validate payroll outputs prior to approval
Generate banking files and coordinate approval before release
Issue payslips and maintain payroll backups

Compliance & Statutory Responsibilities

Ensure timely and accurate RTI submissions (FPS/EPS)
Produce P32 and other statutory payroll reports
Manage statutory payments including SSP, SMP, and SPP
Oversee redundancy and PILON calculations
Complete annual Gender Pay Gap reporting
Ensure compliance with HMRC requirements, pension providers, and employment legislation

Pension & Benefits Administration

Manage NEST and Royal London pension processes
Reconcile payroll against pension contributions
Approve pension provider uploads
Oversee Wage stream and benefits platform integrations

Payroll Governance & Controls

Maintain payroll audit trails and approval controls
Monitor payroll anomalies, variances, and unusual movements
Manage bank return processes and secure banking updates
Oversee pre-pay and advance payment processes
Ensure segregation of duties across payroll processing and banking activities
Support internal audit requirements and funding compliance where necessary

Employee Lifecycle & TUPE

Oversee processing of salaried starters
Approve Right to Work checks and employment documentation
Manage TUPE in and out processes, including ELI preparation
Ensure compliant leaver processing and accurate final payments

Reporting & Stakeholder Management

Provide payroll summaries and reports to Finance and Directors
Escalate payroll risks and compliance concerns appropriately
Support the Finance Business Partner with payroll analysis and cost reviews
Act as the primary payroll contact for operational stakeholders
Support continuous improvement of payroll workflows, systems, and documentation

Key Controls & Accountability

Accuracy and timeliness of all payroll runs
Compliance with HMRC, pension, and statutory regulations
Prevention of payroll fraud, duplicate payments, and banking errors
Maintenance of clear segregation of duties and documented approval controls
Integrity of payroll data across Sage and Timegate systems
Protection and confidentiality of employee data

Skills & Experience

Proven experience managing end-to-end payroll functions
Strong understanding of payroll legislation and HMRC compliance
Experience using Sage 50 Payroll or similar payroll systems
Confident managing high-volume, multi-site payrolls
Strong Microsoft Excel skills
Excellent attention to detail and organisational ability
Strong communication and stakeholder management skills
Ability to work to strict deadlines while maintaining accuracy and confidentiality
