If you’re an advocate for public transport and possess experience in developing transport scheme business cases, then this is a fantastic opportunity to join the Integration and Development Team at Transport for West Midlands.
The West Midlands Combined Authority (WMCA) is delivering a major programme of transport investments across the region—including Bus Rapid Transit (Sprint), bus priority measures, and transport interchanges. These initiatives will play a vital role in supporting the Strategic Transport Plan, the HS2 Connectivity Package, and in strengthening the region’s transport network over the next decade. We’re looking for a motivated Scheme Development Officer to join our busy team on a two-year fixed-term contract. This role offers a great opportunity to support the delivery of key programmes during an exciting period of growth.
Contributing to the development of key projects—particularly cross-city bus priority schemes—you will support consultations, engage with stakeholders, coordinate inputs for business cases, monitor programme feedback, and help shape evidence-based frameworks. This is a great opportunity to be involved with schemes that will improve connectivity across the West Midlands.
We're looking for a confident communicator and highly organised professional with a solid understanding of transport schemes and a passion for making a positive impact across the region.
What you will be doing
- Act as a lead point of contact on transport development projects
- Ensure that key stakeholders are informed at all stages of development
- Engage with leads of interdependent schemes (such as cycle, rail and Midland Metro schemes) to ensure a consistent approach and opportunities for integration are identified.
- Support the development of business cases to secure funding for schemes
- Work closely with sponsors through the development and project definition stages of projects
- Prepare for public consultation activities, analyse public feedback, and communicate results
- Ensure that appropriate risk mitigation plans and actions are established, funded and delivered
- Lead on the co-ordination of project steering groups, organising workshops and meetings
- Produce reports/briefing notes on the status of projects for senior management, elected members, appropriate committees and any other relevant boards
- To provide as appropriate technical expertise, knowledge and application of best practice during the development of projects and programmes. For example, providing guidance on bus priority design proposals
What’s essential
- Experience of Business Case Development to appropriate standards e.g., DfT Tag.
- Strong project management skills, with the ability to manage multiple projects simultaneously
- Proven experience of delivery of objectives via relationship management
- Experience of organising, monitoring and controlling a heavy workload
- Experience of Identification and application to funding streams
- Knowledge of transport schemes
- Enthusiasm for transport projects
- Strong written and verbal communication skills
Location.
The location for this role is 16 Summer Lane with at least 2 days a week spent in the office, with Tuesdays being one of those days.
