- You will possess advanced technical expertise in local Health and Safety rules and regulations relevant to project portfolio.

- You will be accountable for managing, estimating, and cost planning including ownership of and presenting cost plans.
- You will lead the procurement process, ensuring stages including prequalification, enquiry, analysis, selection and contract preparation are performed effectively.
- You will lead the delivery of cost management services to deliver key strategic outcomes and KPIs, directly influencing strategic development of plans.
- Drives production of feasibility studies, advising on procurement strategies and contract selection.
- Holds full accountability for managing, estimating and cost planning including ownership of and presenting cost plans.
- Leads procurement process, ensuring stages including prequalification, enquiry, analysis, selection and contract preparation are performed effectively.
- Approves contract documents, warranties, bonds, licenses and formal execution by appropriate parties. Including issuing of valuations of works carried out.
- Oversees cost checking and valuation projects ensuring effective management.
- Holds full accountability for cost control and reporting services during contract/s.
- Owns and presents the production of post-contract cost reports.
- Oversees identification of costs associated with design changes, contract awards, construction activities and client charges.
- Holds full accountability of evaluation claims for delay and additional costs challenged by stakeholders
- Oversees issuing of certificates of making good defects and final completion in accordance to completion, submission and approval requirements.
- Accountable for the issue of certificates of practical completion and ensure that final accounts are negotiated and agreed.
- Influences strategic development & executes strategy for sub-function/domain to ensure business/project targets are met.
- Leads the implementation and delivery of a systematic performance improvement cycle to continually improve the quality of systems and processes, driving transformational change.
- Leads delivery of cost management services to deliver key strategic outcomes & sub-function key performance indicators (KPIs), directly influencing strategic development of plans.
- Manages a large team (or several) of senior direct reports, demonstrating effective leadership to ensure excellence in delivery against plans, championing a continuous improvement culture throughout all activities.
- Works collaboratively towards the common goal of net zero carbon transition, and share responsibility for the proactive identification and management of the associated carbon emissions and reductions during the delivery of work.
- You will ensure that operations are fiscally and ethically viable, influencing the achievement of business objectives that align with business and legislative compliance obligations.

- Demonstrable experience of delivering service excellence to clients.
- Track record of winning and delivering projects.
- Extensive proven experience in cost planning, budgeting and estimating experience.
- Expert understanding of costing and timescales.
- Proven experience of different types of contract including the method of measurement.
- Analytical skills.
- Proficient knowledge and expertise in specific sector/market of project/role.
- A degree in quantity surveying/cost management (or equivalent).Professional membership i.e. MRICS/RICS (or equivalent) and moving towards fellowship.
- Comprehensive experience in most forms of contract.Capex V Opex Cost analysis/advice.
- Sound knowledge of value engineering, life cycle costing, contract law and contractual frameworks relating to construction.
- Relevant technical qualification/certification for project portfolio/s.
- Sound knowledge and experience of contract law and contractual frameworks relating to construction.
- Exceptional negotiating, influencing and communication skills.
- Strong presentation and public speaking skills.
- Strong analytical and negotiation skills.
- Strong coaching and mentoring skills.
- Comprehensive understanding and experience of present-day issues including Sustainability, Social Value and Carbon Reduction.
- Expert knowledge of industry best practice.
- Strong knowledge of value engineering and life cycle costing.
- Degree in quantity surveying/cost management (or equivalent).
- Professional membership i.e. MRICS/RICS (or equivalent) and moving towards fellowship, or equivalent demonstrable professional or personal development.
- Strong commercial and financial acumen.
- Sound knowledge of value engineering, life cycle costing, contract law and contractual frameworks relating to construction.
- Leadership and management experience of large, diverse teams.
- Experience of managing relationships with key senior stakeholders.
- Knowledge of how carbon and sustainability considerations will shape the outlook of the projects you are working on.
